Historical Northern İndia is a well known area in the history of Central Asia, Iran and India which covers historic-cultural regions such as North-Eastern Afghanistan, Gandhara (Pakistan) and Kashmir. Especially, this area is really significant in the history of Turkic societies as Iranian and Indian ones. Thus, in these areas during the existence of the states like the Kushanids (2th Century B.C.-3rd Century A.D.), the Hiyonits (4-5 th Century A.D.), the Ephtalits (White Huns, 5-6 th Century A.D) Turkic accent was began to emerge and later during the Turkic Qaghanate (552-744 A.D.) it was very obvious. Most part of these regions were under the power of the Turkic Qaghanate at the end of 6th Century-beginning of 7th Century, and it is known that in 640 formed the dynasty of Kabul Tegin-shahs with Turkic origin and it existed till 843 being under the rule of Northern India. Especially, from the beginning of 6th Century-beginning of 7th Century in Hindikush and neighboring regions, that is, historico-cultural İlk orta çağlarda Tarihi Kuzey Hindistan’da bulunan Kabül Teğin-şahleri... 15 regions such as Kabul valley, Zabulistan, Gazna, Gandhara, Kashmir the Turks began to be active in political and ethnic terms. İn Zabul and Zabulistan, the acknowledged regions with the name of ar-Ruhac in ancient Arabic and Arahosia in Greek sources were the centers of of modern Afghanistan, more exactly to say areas in South-Western part of the country, there were under the rule of Turkic dynasty and they also had a family tie to Kabul’s Tegin-shahs which could be proven by lots of written sources. Turkic originated rulers of Zabulistan in Arabian and Persian sources were met in the forms of Rutbil and Znbil. Here we wanted to mention this term. According to the most researchers, this aforesaid terms were the changed versions of Rtbil and Znbil from political perspectives. Both dynasties originally were related to the Western Turkic Qaghanate. Supposedly, this relationship should be through the Yabghus of Tokharistan (620-750) whose root is linked with Ashina.
